Blue Envelope Program

This program is designed to assist individuals during interactions with law enforcement and emergency personnel. The Blue Envelope Program serves as a communication and awareness tool between law enforcement officers and community members who may have a condition or disability such as autism, anxiety, traumatic brain injury, intellectual or developmental disabilities, physical disabilities, or other conditions that may require additional accommodations during an interaction with law enforcement.

How it Works

The Blue Envelope Program consists of a blue envelope designed to contain essential documents such as a copy of the individual’s driver’s license or state identification, vehicle registration, and proof of insurance. The outside of the envelope also allows space for emergency contact information and important details that may help first responders better understand the individual’s needs.

During a traffic stop or any interaction, a participant can provide the blue envelope to the responding officer. The information displayed on the envelope can help officers understand if the individual may require certain accommodations, such as additional time to process questions, sensitivity to flashing lights or loud sounds, or assistance related to a medical or cognitive condition.

Participation in the Blue Envelope Program is completely voluntary and does not change any laws, procedures, or consequences during a law enforcement interaction. Instead, the program serves as a tool to assist with communication and understanding between community members and first responders. If participant chooses to share this information with the responding officer this can help provide context for further knowledge. This can be especially beneficial for families with children who have autism or other conditions, including those who may be non-verbal or prone to elopement, by helping officers better understand the situation and respond in a safe and supportive way.

This collaborative program reflects the shared commitment of local law enforcement and community service organizations to promote safer, more supportive interactions between first responders and individuals with disabilities or medical/mental conditions.
